The game-winning goal was scored by Green Bay's Matthew DiMarsico.
The Gamblers opened strong, taking the lead when Artyom Levshunov scored the first goal after 11:33, but the Steel's Jake Livanavage tied it up late in the period.
Matthew DiMarsico scored midway through the second period, assisted by Jayson Shaugabay.
The third period was scoreless as the Gamblers held on to their 2-1 lead and won.
